Eurocouncil

The Eurocouncil comprises all the affiliated Clubs of the Fédération Internationale de l'Automobile from the Member States of the European Union and the Council of Europe.

 

Its aims are:

  • To agree common policies on all aspects of transport, mobility and tourism in Europe.
  • To support high levels of consumer protection, safety, security and environmental standards of transport in Europe.
  • To seek the adoption and implementation of such policies by the European Union and other relevant intergovernmental organisations in Europe.
  • To represent within the institutions of the European Union the interests of motorists and other road users to defend their rights as consumers to continued safe, secure, affordable and sustainable mobility.
  • To monitor developments within the European Union, the European Conference of Ministers of Transport, the Council of Europe, and the United Nations Economic Commission for Europe, and to take appropriate action where necessary.
  • To organise events, activities and campaigns that enable member clubs of the FIA to promote the interests of motorists in Europe.

The Eurocouncil meets once a year. Currently 67 automobile and touring clubs are represented in the Eurocouncil.

 

Euroboard

The Euroboard is elected and empowered by the Eurocouncil. It takes decisions on political positions relevant for European automobile clubs and gives guidance to the FIA European Bureau. The Euroboard holds its meetings at least two times per year.

 

Co-ordination Group

The Co-ordination Group consists of senior representatives of Clubs that are members or authorised observers of the Euroboard.

 

The Co-ordination Group meets at least one month before each Euroboard meeting. It examines the minutes of the previous Euroboard meeting for accuracy prior to their approval by the next Euroboard. It considers any matters arising and follow-up action required from the previous Euroboard meeting and discusses the agenda of the next Euroboard meeting.

 

The Director General of the FIA European Bureau chairs the Co-ordination Group.

 

Working Groups

Working groups developing detailed policy positions and examining European legislative proposals assist the European Bureau. Each working group appoints a chairperson from among its club members. A staff member of the European Bureau is the secretary of the expert group.

 

The following Working Groups are implemented:

 

Transport and Mobility 
This expert Group provides policy guidance on transport and mobility issues. It deals with, in particular, road safety, infrastructure (safety & charging), motoring taxation, fuel issues, new technologies (ITS), and environmental issues. The group strives to ensure that the voice of FIA is heard and the mobility of FIA members is not unduly affected by EU legislation.

 

Legal and Consumer Affairs 
This expert Working Group provides policy guidance on legal and consumer issues of interest to the automobile clubs and their members, motorists, particularly with regard to safety, quality, pricing, taxation and information about goods and services. Items concerning trade and industry are also considered if necessary. It seeks to improve traffic safety, the organisation of the traffic flows and the facilitation of international traffic in compliance with the basic rights of the individual and the principle of proportionality.

 

Technical Working Group 
This expert group provides policy guidance on technical issues with regard to occupant safety in motor vehicles and environmental issues. It seeks to improve vehicle safety as well as the environmental characteristics of motor vehicles. Other issues: fuel consumption, on board diagnostics (OBD), repair information.

 

Tourism Ad hoc Working Group
This expert group was established to consider the role of the automobile as part of Sustainable Tourism and provide advice to the Euroboard on the relevant issues and to ensure that the safety and security of the mobile consumer including those who are older or are disabled are taken into account in the development of tourism policies.

 

EuroTest Co-ordination Group
EuroTest is a pan-European consumer testing programme run by partner automobile clubs (currently 18 clubs in 17 European countries). Its objective is to put to the test the safety and quality of Europe's mobility for the benefit of providing mobile consumers with independent advice and information on touring infrastructure.
