What: An impact assessment of the internalisation of the external costs of transport. Contract notice: OJ S 87-091433 Time-limit for receipt of tenders: 19/06/2006
Short description: To provide the Commission services with a report on the means and impact of internalising all the external costs of all modes of transport in the European Union (EU27). To facilitate compliance with the Directive 1999/62/EC (adopted on 27.3.2006 and soon to be published in the OJ) on road charging by collating information on the costs of and tolls levied on European road infrastructure. This study is intended to promote the overall objectives by: 1. reviewing the state of play in the theory and practice of measuring external costs and available instruments for implementing a policy of internalising external costs in all modes of transport; 2. collating the different current estimates of external costs; 3. developing detailed scenarios for modelling the implementation of the policy; 4. assessing the economic, social and environmental impact of the policy of internalisation of external costs, drawing on the results of the Commission's modelling framework; 5. explaining in a non-technical manner the possible strategies for implementing the policy; 6. reviewing the theory and practice of measuring road infrastructure costs in the European Union and collating the different current estimates of road costs and road tolls.
