Draft regulation on CO2 emissions from light-duty vehicles

Publication date: 19 December 2007

On the 19th of December 2007, the European Commission published a draft regulation “Setting emission performance standards for new passenger cars as part of the Community's integrated approach to reduce CO2 emissions from light-duty vehicles” (COM(2007) 856 final). It follows the communication “Results of the review of the Community Strategy to reduce CO2 emissions from passenger cars and light-commercial vehicles” (COM(2007) 19 final) that was published on the 7th of February 2007.

The draft regulation should ensure that average emissions from the new passenger car fleet in the European Union (EU) do not exceed 120 g CO2/km. That will translate into a 19% reduction of CO2 emissions and will place the EU among the world leaders of fuel efficient cars. As well as achieving environmental results, this proposal will also benefit consumers through significant fuel savings. It will further improve energy security, promote innovation, as well as high-quality jobs in the EU.

The draft regulation foresees a number of complementary measures which would contribute to an emissions cut of 10g/km or equivalent. These complementary measures include efficiency improvements of car components with the highest impact on fuel consumption, such as tyres and air conditioning systems.

The draft regulation will now be sent to the European Parliament and to the Council.
