Road pricing

A policy workshop on Road pricing: Use of Environmental Traffic Restrictions and the External Costs arising from Transport, coordinated by the FIA European Bureau took place in Barcelona on 6 and 7 February 2008. The joint workshop, hosted by RACC, helped clubs and the FIA European Bureau further develop existing policy positions. Opening the conference, Björn Dosch (ADAC) and Marc Renckens (ANWB) underlined how internalisation of external transport costs and the Green Paper on urban transport are linked to the issue of traffic restrictions and congestion charging. The cumulative impact of these measures on members’ freedom of mobility were also examined both in economic and legal contexts.
The workshop explored how freedom of movement can best be achieved under ever tighter budgets, increasing sensitivity to congestion and environmental problems. The workshop also addressed legal and consumer protection examining legal certainty, transparency, privacy and access to justice. Other issues included transport and mobility elements such as road funding, affordability of mobility and the environmental responsibility.
